HIS Majesty's representative at Tokyo presents his compliments to the Secretary of State for Foreign Affairs, and has the honour to transmit herewith a copy of a report from Major Marsden, dated the 5th April, 1921, respecting the withdrawal of Japanese troops from Chientao.

I HAVE the honour to inform you that the two battalions of Japanese troops which have been maintained in Chientao since December last are to be withdrawn, the withdrawal commencing from the beginning of April.
The duty of guarding the territory will then be principally undertaken by the Chinese authorities, who are despatching one brigade for the purpose.
Japan, for her part, will reinforce the police force at the Japanese consulate there by 300, to be stationed at various places to act in concert with the Chinese authorities for the protection of the interests of the Japanese resilents there. With regard to the defences of Korean borders, additional quarters for gendarmes will be provide and the police force be considerably augmented in order to provide against all emergencies.
